You could go through most rules, laws, or any other article that imposes some sort of restriction and you would be able to find loopholes or sections that are not clear.
If you are really concerned about changing the rules (or gain a better understanding of them) voice it through the appropriate channels. Go through the rules and bring up any ambiguities/gray areas that you see in the rules and come up with a proposed amendment. Present it to the other orgs and the sweepstakes committee during chairmens and discuss it (or provide it to your orgs current chairmen if you're an alumni).
It's an unfortunate set of circumstances that created a situation that sucked for everyone. I'm sure none of the girls liked having to run a finals race alone. Having the obvious favorites DQ'd is horrible, but a very plausible alternative is a lot worse. Having that propane dropped, seeping out, having it ignited by someone pulling out a nearby power cord, and causing a death or injury. How would this forum look if that happened? The immediate DQ is a hard thing to swallow at the time, but it's a hell of a lot easier to take than the death/injury of a driver, pusher, mechanic, best friend, sibling etc. I can't speak for everyone but I've met a lot of my good friends through buggy and would put their safety way above any trophy or medal.
