It wasn’t so much pacing as the pusher’s friend not knowing the rule. He was told from the follow truck to stop moving just after that shot and did so.

It’s usually someone who didn’t know the rule. Since it is so much more likely to DQ a team because someone is unaware than prevent any meaningful cheating, I also think the rule is dumb.

Agreed. I should have been more clear with my point – he was a friend and *not* a member of the buggy org/team, so unless you’re expecting spectators to read the rulebook, it wasn’t even the chair not explaining rules to the team.
